ALLOCATION AND APPORTIONMENT OF FEDERAL HIGHWAY FUNDS: A PROPOSED METHODOLOGY

A rational method (for use by decision makers) has been developed for a distribution of Federal highway funds based on goals and related objectives that will achieve an equitable, effective and efficient national highway program. Computer programs have been developed to permit the application of the methodology to the base data for numerous alternatives. The goals which influenced the development of the methodology are related to: functional classification and benefits/costs; needs and priority; levels of service; grant-in-aid; and other national interests. Study procedures and concepts are detailed, as well as the allocation methodology, and applications of the methodology. The implementation of change is discussed.
