The Federal Highway Administration stewardship of the urban transportation planning process is discussed, and attention is drawn to areas in which state and local agencies could effect significant improvement. The role of local government and the increasing tendency for the state to enter into contracts with local agencies is examined, as well as the public participation process. System planning and project planning are discussed, and the importance of the consideration of alternatives is noted. Increasing attention is now directed to the level and scope of transportation planning technical operation particularly in the urbanized areas. Plans for attaining needed procedural improvements are outlined and goals strived for by the Intermodal planning groups are listed.
