HIGHWAY CLASSIFICATION AND NEEDS: THE KEY TO TOTAL TRANSPORTATION PLANNING

The complexity of the decision-making process is recognized, and three points are emphasized: the importance of history and experience in projecting future priorities the effects of basic public policies on future transportation programming; and the necessity of facts for sound conclusions. The four significant levels of decision- making are: Federal, State and local. Highway classification and needs are discussed, public policy and transportation programming is considered, and aspects of classification and needs are discussed. The classified systems data provide direction to setting planning and development priorities.
