REGULATORY PROGRAM OF THE UNITED STATES GOVERNMENT APRIL 1, 1985-MARCH 31, 1986
President Reagan issued Executive Order No. 12498, "Regulatory Planning Process", on January 4, 1985. Under this regulatory planning process, the President directed the Executive departments and agencies subject to Executive Order No. 12291 to submit to the Office of Management and Budget (OMB) a statement of thee regulatory policies, goals, and objectives they intend to pursue during the coming year. He also asked these agencies to provide summary description of all Significant Regulatory Actions (SRAs)-prerulemaking as well as rulemaking activities-underway or planned for the planning year (April 1 through March 31). The President directed OMB to reeview each agency's draft regulatory program for consistency with the Administration's regulatory policies and priorities and with the draft regulatory programs submitted by other agencies. He also directed OMB to identify further regulatory and deregulatory actions as would be necessary in order to achieve such consistency. The results of this process in its first year are set forth here in the Regulatory Program of the United States Government. For 1985, the Program contains overview statements from 17 departments and agencies, and descriptions of 537 SRAs they are planning or conducting. The distribution of SRAs is as follows: In addition, 7 interagency SRAs are listed separately at the end of the Regulatory Program. Of the 544 SRAs submitted, 81, or 15 percent, are subject to a legal deadline, either statutory or judicial. Forty-five, or 56 percent, of these deadlines will occur before the end of this planning year (prior to April 1, 1986). The SRAs included in the Program are in various stages of development. Each SRA description has been assigned a Regulation Identifier Number (RIN). This number may have already been used to identify the action in the Unified Agenda of Federal Regulations, and will, henceforth, be used to identify it in future Unified Agendas and Regulatory Programs.
