THE STRATEGIC MODEL-AMENDED RELATIONSHIPS

The aim of this technical note is to describe a number of enhancements made to the strategic model (see TRIS 451029). The changes involved: 1) including car travel cost elasticities; 2) revising the effects of increased LT rail mileage; 3) including accident costs; 4) reducing the congestion effects of buses; 5) including car parking search time as cost for car users; 6) updating the model in line with the 1983 budget. When these changes are incorporated the marginal benefit/pounds sterling is found to be 0.42 (ie for each extra pounds sterling 1 injected by way of subsidy, the benefit to society is pounds sterling 1.42).
