A methodology for increasing traffic safety through improved road engineering is described. The target group consists of road authorities in small and medium-sized urban areas. The objective is better use of new knowledge and technology to aid the introduction of simple, inexpensive traffic safety measures. The present report discusses views on an earlier reported methodology and the systematic detection and improvement of the worst black spots in a road network. The approach is new in that it connects the different phases of the methodology in a sequence guided not only by technical but also political objectives. Results of the tests indicate that traffic safety work demands sound political support and internal resources. Safety and security must be treated individually and an overview maintained over the whole process. Continuous updating of the accident situation is necessary. Detailed analyses must be well-chosen and attention paid to psychological factors causing accidents. Long and short term measures must be balanced and their effects followed up. Road users must be informed of the purpose of the measures. (TRRL)
