CONSTRUCTION AND MAINTENANCE PROCEDURE RECOMMENDATIONS FOR PROPOSED FEDERAL GUIDELINES OF SAFE HAVENS FOR VEHICLES CARRYING CLASS A OR CLASS B EXPLOSIVES
This document focuses on the design, construction, and maintenance of commercial safe havens operated by truck stops. In the context of this document, the term 'safe haven' describes a designated area for parking motor vehicles transporting Class A or Class B explosives. This work is intended as a source document for preparing guidelines governing these commercial safe havens. Its objective is to inculcate acceptable construction practices and maintenance procedures in the organization of commercial safe havens in order to insure public safety. The proposed guidelines are intended for state and local government use. The guidelines would suggest possible statutory and licensing requirements for commercial truck stop operators. stop operators.
