WHEN TAKING MEASURES PERTAINING TO TRAFFIC AND TRANSPORTATION IT IS OF IMPORTANCE TO PAY DUE REGARD TO VARIOUS INTERESTS, E.G. LOCAL INTERESTS, FROM THE BEGINNING. THEREFORE RELEVANT INFORMATION SHOULD BE AVAILABLE AT AN EARLY STAGE OF PREPARATION. THIS ARTICLE DESCRIBES A PROCEDURE WHICH FULFILS THIS CONDITION. IT CONSISTS OF A STAGE IN WHICH THE PROBLEMS ARE DEFINED, IN WHICH BOTH THE ADMINISTRATORS AND ADMINISTERED CAN FORM AN OPINION ON THE NATURE, THE WEIGHT AND THE COHERENCE OF THE PROBLEMS, AND A STAGE IN WHICH THE PROBLEMS ARE RESOLVED AND IN WHICH VARIOUS COMBINATIONS OF MEASURES ARE WORKED OUT AND EVALUATED.
