BUMPER LEGISLATION IN THE USA

USA LEGISLATION AFFECTING BUMPER REQUIREMENTS IS REVIEWED. DETAILS OF RECENT SAFETY LEGISLATION IN THE US CONCERNING BUMPERS, AND THEIR IMPLEMENTATION DATES, ARE GIVEN. REQUIREMENTS OF THE 3-STAGE FEDERAL MOTOR VEHICLE SAFETY STANDARD (FMVSS) 215 ARE OUTLINED. THE INTRODUCTION OF PENDULUM TESTS IS DISCUSSED. ALTHOUGH THESE TESTS HAVE MADE A SIGNIFICANT CONTRIBUTION TOWARDS REDUCING DAMAGE, THEY HAVE SHORTCOMINGS. CERTAIN STATE RULES HAD STRICTER REQUIREMENTS AND, AS A RESULT, A NEW STANDARD WAS PROPOSED. IT REQUIRES NO DAMAGE IN 5MPH FIXED BARRIER TESTS FRONT AND REAR? BY 1ST SEPTEMBER 1974. DAMAGE IS DEFINED TO INCLUDE PEELING OF PAINT, PERMANENT BUCKLING OF PANELS OR BUMPERS, AND RELEASE OF ANY TYPE OF JOINT OR FASTENER. THE EFFECT OF THIS LEGISLATION ON THE CONSUMER IS DISCUSSED.
