CONTROVERSY STILL CLOUDS BART PROGRAM

Bay Area Rapid Transit has begun systemwide operation with principals and observers still debating the value of aerospace and other high-technology industry participation in the $1.6-billion venture. The evaluation may be resolved in part by the courts as BART is filing suit against its principal consultant and equipment suppliers. The transit district took this action at a time when it faces operational and financial problems that some observers find as complex and challenging as those of design, construction and start-up. BART still must prove it can provide the reliable, economical and convenient service it promised when it went to the taxpayers for support 12 years ago. Reliability and maintainability have moved to center stage.
