DEVELOPMENT OF AN INTEGRATED REPRESENTATIVE SYSTEM OF TRAFFIC COUNTERS IN A CLASSIFIED ROAD NETWORK

Part 1 of this report discusses distinguishing between light and heavy traffic by means of traffic count classifications. This describes the operation and capacity of traffic count locations which might be considered for establishing permanent counters. It describes the basic construction of the mechanical counters studied and defines the main distinctions between vehicle classes. The double function of the counter is described: it counts and classifies vehicles. Tests of the counter and error analyses are described. Part 2 of the report discusses functional collaboration of permanent and short counters in an integrated system of count locations. This main part of the report contains the proposal for establishing a network of permanent counters which are in close functional relation with the existing network of manual count stations. It describes the use of permanent count results, gives models for the distribution of permanent count stations in the road network and proposes the representative system as the best model for the purpose of a permanent traffic census system. The theoretical bases of the representative system are investigated and recommendations for use of the system are given.
