THE RECORDING AND COMPUTER PROCESSING OF ROAD ACCIDENTS IN CHESHIRE

THE AUTHOR DESCRIBES THE GENERAL BACKGROUND TO THE PRESENT RECORDING AND COMPUTER PROCESSING SYSTEM USED IN CHESHIRE. DETAILS ARE GIVEN OF THE ROAD ACCIDENT REPORTING DOCUMENT THAT HAS BEEN SPECIALLY DESIGNED FOR USE WITH THE SYSTEM. IN ADDITION TO HAVING PROVISION FOR DATA ON CASUALTIES, VEHICLES AND SITE IT REQUIRES CLEAR DESCRIPTIONS OF HOW AND WHERE THE ACCIDENT OCCURRED, PRECISE LOCATION, THE CREATION OF A NEMONIC FILE OF UNCLASSIFIED ROAD REFERENCES AND A NUMERIC CODE REPRESENTING THE CAUSE OF THE ACCIDENT. INFORMATION IS GIVEN ON THE CENTRAL CODING METHODS THAT ARE USED AND THE LOADING AND VALIDATION METHODS. THE AUTHOR DESCRIBES THE STANDARD TABULATIONS THAT ARE PRODUCED BY THE COMPUTER (BY AREA, CAUSE, TIME OF DAY, CASUALTY AND ANALYSIS WHERE ROAD DEFECTS WERE CONTRIBUTORY). THE OTHER AVAILABLE OUTPUTS ARE ALSO DISCUSSED; THESE INCLUDE DOE DATA, SURVEYOR'S DATA, A "ROAD SAFETY STATEMENT" AND SEARCH FACILITIES. REFERENCE IS MADE TO DATA RELATING TO DAMAGE ( RATHER THAN INJURY) ACCIDENTS. THE NEXT TWO SECTIONS OF THE PAPER RESPECTIVELY DISCUSS THE JUDICIAL STATISTICS THAT ARE OBTAINED AND THE SYSTEM OF "BLACK-SPOT" ANALYSIS WHICH INDICATES AREAS MOST SUBJECT TO ACCIDENTS. ALTHOUGH THE SYSTEM HAS BEEN IN USE FOR ONLY A SHORT TIME, IT HAS ALREADY IDENTIFIED HITHERTO UNREVEALED FEATURES OF ACCIDENTS ON SOME AREAS.
