THE METROPOLITAN POLICE: A NEW APPROACH TO THE INVESTIGATION OF TRAFFIC ACCIDENTS

THE AUTHOR GIVES A GENERAL ACCOUNT OF THE NEW ACCIDENT INVESTIGATION METHODS WHICH ARE BASED ON THE APPROACH DEVELOPED IN AMERICA BY J. STANNARD BAKER. THE AUTHOR CONSIDERS THAT, OF THE THREE ELEMENTS PRESENT IN TRAFFIC ACCIDENTS, THE VEHICLE AND THE ROAD PLAY ONLY A MINOR PART AND THAT AN ERROR IN DRIVER BEHAVIOUR IS THE MAIN CAUSE OF ACCIDENTS. THE TRAINING THAT IS BEING GIVEN TO TRAFFIC PATROL OFFICERS IS OUTLINED: THIS TAKES THE FORM OF COURSES OF TWO WEEKS DURATION. THE REMAINDER OF THE PAPER GIVES DETAILS OF THE NEW METHOD OF ACCIDENT INVESTIGATION. THE FIRST PART, IS CONCERNED WITH THE POINTS OF POSSIBLE PERCEPTION, ACTUAL PERCEPTION, NO ESCAPE, IMPACT AND ALSO THE FINAL POSITION OF THE VEHICLE. IT INCLUDES DETAILS OF METHODS OF MEASUREMENT AND OF INTERVIEWING. THE SECOND PART IS CONCERNED WITH TYRE MARKS, WHICH CAN PROVIDE INFORMATION ON THE LENGTH OF THE WHEEL- BASE, WIDTH OF TRACK, WIDTH OF TYRE PRINT, TYPE OF TYRE, SIZE OF TYRE AND MINIMUM SPEED AT THE START OF THE SKID. THE REMAINDER OF THE PAPER ILLUSTRATES THE USE OF THE METHOD TO INVESTIGATE AN ACCIDENT BY MEANS OF A SIMPLE RECONSTRUCTION OF A CASE WHERE THE WRONG PERSON WAS NEARLY PROSECUTED. /TRRL/
