THE ACCIDENT ANALYSIS SYSTEM IN CHESHIRE COUNTY SURVEYOR'S DEPARTMENT

THE AUTHOR FIRST POINTS OUT THAT THE ANALYSIS SYSTEM REQUIRED BY THE TRAFFIC ENGINEER IS DIFFERENT FROM THAT REQUIRED BY THE POLICE. THE FORMER IS CONCERNED WITH ACCIDENTS IN RELATION TO THE PHYSICAL CHARACTERISTICS OF THE ROAD, AND THE LATTER WITH THE GEOGRAPHIC INCIDENCE OF ACCIDENTS AND THE TYPE OF PROSECUTION IN THE COURTS. THE SURVEYOR'S SYSTEM USED IN CHESHIRE IS DISCUSSED; IT HAS THE AIMS OF PROVIDING IMMEDIATE ACCESS TO UP-TO-DATE RECORDS OF PERSONAL INJURY ACCIDENTS, TO HIGHLIGHT SITES WITH A BAD ACCIDENT RECORD OR WHERE MATTERS ARE DETERIORATING, AND TO PROVIDE AN INDICATION OF THE SCOPE FOR REMEDIAL MEASURES. DETAILS ARE GIVEN OF THE BASIC DATA THAT ARE USED AND OF THE TWO TYPES OF OUTPUT (MONTHLY ACCIDENT CARDS AND HISTOGRAMS SHOWING THE FREQUENCY OF ACCIDENTS ALONG EACH ROAD). THE COUNTY'S METHODS OF ACCIDENT INVESTIGATION WHICH CONSIST OF A PRELIMINARY ANALYSIS USING THE HISTOGRAMS FOLLOWED BY A MORE DETAILED ANALYSIS OF SELECTED SITES USING THE CARDS ARE DISCUSSED. THE ANALYSES ARE CARRIED OUT WITH A VIEW TO REMEDIAL ACTION AND ARE PRIMARILY CONCERNED WITH DARKNESS ACCIDENTS AND SKIDDING ACCIDENTS. THE AUTHOR CONCLUDES THE PAPER BY BRIEFLY DISCUSSING PROPOSED FUTURE DEVELOPMENTS. THESE INCLUDE TAKING GREATER ACCOUNT OF TRAFFIC VOLUMES, "BEFORE AND AFTER" STUDIES. THE EFFECTIVENESS OF REMEDIAL MEASURES AND CLOSER ATTENTION TO TRENDS.
