THE GLC PERMANENT TRAFFIC SURVEY PROGRAMME

THE AUTHOR DISCUSSES THE PROBLEMS OF CONDUCTING TRAFFIC SURVEYS IN LONDON WHERE THERE ARE 1,500 MILES OF ROADS CARRYING OVER 10,000 VEHICLES PER DAY AS COMPARED WITH 7,000 MILES IN THE WHOLE OF BRITAIN. IT IS STATED THAT, IDEALLY, THE FLOW OF TRAFFIC, VEHICLE OCCUPANCY AND TRAFFIC SPEED IN TERMS OF CLASS OF VEHICLE SHOULD BE MEASURED DAILY. HOURLY AND MONTHLY SEASONAL VARIATIONS AND TRENDS SHOULD ALSO BE RECORDED. HOWEVER IT IS POINTED OUT THAT A COMPROMISE MUST BE SOUGHT IN PRACTICE. EXISTING SURVEYS CARRIED OUT IN LONDON ARE DISCUSSED AND IN PARTICULAR THOSE MADE BY THE POLICE, THE TRANSPORT AND ROAD RESEARCH LABORATORY AND LONDON TRANSPORT. DETAILS ARE GIVEN OF THE GLC PERMANENT PROGRAMME WHICH WAS DEVISED 5 YEARS AGO. THIS IS DESCRIBED UNDER TWO HEADINGS. THE FIRST, SPEED STUDIES AND LINK COUNTS IS CONCERNED WITH THE FLOATING CAR METHOD THAT IS USED FOR SPEED STUDIES. ONE CAR IS USED TO RECORD DATA FOR EACH OF THE 4000 LINKS ON PUNCHED TAPE ON A 3 YEAR CYCLE. LINK COUNTS ARE ORGANIZED FROM THE AREA OFFICES, USING ONE COUNT ON SHORT LINKS AND TWO ON LONGER ONES. ONE OBSERVER COVERS UP TO 6 POINTS RECORDING 6-MINUTE SAMPLES OF TRAFFIC AT EACH IN EACH HOUR. THE SECOND HEADING COVERS CORDON AND SCREEN LINE COUNTS. THE LINES ARE CENTRAL AREA, INNER AREA AND GLC BOUNDARY AREA. 6-MINUTE SAMPLES ARE TAKEN ON A 3- YEAR CYCLE. DATA FROM EACH SOURCE ARE ANALYZED BY COMPUTER. THE AUTHOR CONCLUDES BY RELATING THE PROGRAMME TO OTHER GLC PROJECTS.
