TOWARD BETTER UTILIZATION OF CIVIL AIRPORTS AND RELATED TRANSPORTATION RESOURCES

Innovative public policy coordinated with public and private initiative can be applied to existing civil airports and related surface transportation resources to improve utilization and generate significant new public benefits. Economic and social trends may be affected favorably by improved transportation services. Better planning, simulation and testing are required if public benefits commensurate with expenditures are to ensue from the massive funding implied by the Airport and Airway Development Act of 1970. Reduced scale demonstrations of innovative techniques and concepts should be used to prove or disprove their validity before full scale commitments are made.
