A STANDARD METHOD FOR ESTIMATING VTOL OPERATING EXPENSE

The authors' approach attempts to parallel the Air Transport Association's current standard method for the determination of fixed-wing transport airplane estimated operating expense. The greatest area of change from normal evaluation practices is in the determination of maintenance costs. Whereas the new ATA method measures costs as a f nction of flight hours plus flight cycles, VTOL aircraft maintenance is measured herein in terms of rotor hours plus flight cycles plus engine shutdown. The method evolved from a detailed review of helicopter air carrier operating expenses and more particularly from New York Airways' cost accounting data, where the maintenance history is meticulously recorded by ATA Specification 100 categories.
