Governmental actions between 1969 and 1971 have added new dimensions to United States marine policy related to the extent of territorial waters, the freedom of the seas, the utilization of coastal zones, the development of marine resources, control of pollution, strengthening of the merchant marine, and other issues. This collection of documents presents the trends in contemporary policy regarding the oceans and encourages an understanding of the processes by which broad concepts and goals are translated into specific policy actions.
