RECOMMENDATION ON BASIC PRINCIPLES AND OPERATIONAL GUIDANCE RELATING TO NAVIGATIONAL WATCHKEEPING
Investigations into the cases of causalties involving collisions and strandings frequently reveal that the main contributory factor has been failure to maintain an adequate navigational watch including a proper look-out. The IMCO Council, therefore, at its twenty-fifth session decided that in the context of determining training requirements for seafarers, urgent consideration should be given to the principles relating to the keeping of a navigational watch. The matter was considered by the Sub-Committee on Standards of Training and Watchkeeping which prepared a recommendation on basic principles and operational guidance relating to navigational watchkeeping. The Recommendation was adopted at the Eighth IMCO Assembly by Resolution A.285(VII). Member Governments were recommended to direct the attention of shipowners, masters and watchkeeping personnel to the principles which should be observed in order to ensure that a safe navigational watch is maintained. This publication contains an extract from the above-mentioned Recommendation and is divided into two sections: (a) Basic principles to be observed in keeping a navigational watch (b) Operational guidance for officers in charge of a navigational watch.
