A METHOD OF DEALING WITH THE UNCERTAINTIES INVOLVED IN THE CONSIDERATION OF VARIOUS ALTERNATIVES IN THE PROVISION OF ASPHALT OVERLAYS

IN THIS PAPER THE SIZE OF THE PROBLEM OF SAFEGUARDING THE INVESTMENT IN THE EXISTING ROAD SYSTEM IS BRIEFLY OUTLINED. THE PAPER ALSO DEALS WITH THE RATIONALE FOR ROAD MAINTENANCE AND THE ROLE OF ASPHALT OVERLAYS AS A MAINTENANCE MEASURE. IN DEVELOPING A RATIONAL POLICY FOR ROAD MAINTENANCE, AND SPECIFICALLY FOR THE USE OF ASPHALT OVERLAYS, A NUMBER OF IMPORTANT CONSIDERATIONS SUCH AS THE ASSESSMENT OF THE PRESENT PAVEMENT CONDITION AND THE DESIGN METHOD ARE INVOLVED. IT IS POINTED OUT THAT AT THE PRESENT TIME MUCH KNOWLEDGE IN THESE AREAS IS STILL LACKING. A METHOD OF APPROACH TO DEAL WITH THE PROBLEM OF DECISION-MAKING UNDER CONDITIONS OF UNCERTAINTY IN RELATION TO ASPHALT OVERLAYS IS SUGGESTED. THIS IS ILLUSTRATED BY MEANS OF AN EXAMPLE OF A HYPOTHETICAL MAINTENANCE PROBLEM. (A).
