FREIGHT TRANSPORT SYSTEM PLANNING MODELS: A REVIEW

Models of freight demand forecasting and mode choice are reviewed and classified on the basis of commodity, mode, spatial dimension, scope and technique used. Three groups of decision-makers are identified along with their objectives in the freight transportation system. It is believed that the model building to date is not particularly suited to the needs of any of these groups in policy formulation and decision making. Models are required which specifically address the problems of freight transport decision-makers: the shippers, operators and regulatory agencies. (Author/TRRL)
