The report is the first of two dealing with monitoring, the other (see IRRD 282105) with advertising, promotion and sales. On-bus and household "before" surveys produced information for system design and the base monitoring data. After the new system was implemented further surveys were carried out. Changes in ridership, passenger characteristics and attitudes were examined and minor service adjustments were proposed. The results showed: a 40 per cent increase in passengers from the target market, a total passenger growth six times greater than that of the rest of Johannesburg's white services, and a pattern of continuing growth. In terms of passengers carried the project has been most successful. Coordination between the municipal and the private operator has worked well. (Author/TRRL)
