COMPLIANCE OF HEAVY GOODS VEHICLES WITH AN ENTRY RESTRICTION IN NEWBURY

A STUDY WAS CARRIED OUT IN NEWBURY WHICH HAS A BAN PROHIBITING HEAVY GOODS VEHICLES (OVER 3 TONS UNLADEN WEIGHT) FROM ENTERING THE TOWN CENTRE UNLESS REQUIRING ACCESS AND WHICH HAS A GOOD ALTERNATIVE BYPASS ROUTE FOR THROUGH VEHICLES. A SAMPLE OF H.G.V.'S ENTERING THE TOWN'S ROAD SYSTEM WAS KEPT UNDER CONTINUAL OBSERVATION: ONLY THOSE WHICH DID NOT STOP FOR ANY PURPOSE WERE CLASSED AS CONTRAVENING THE BAN. DURING THE WORKING DAY THE PROPORTIONS OF THROUGH H.G.V.'S FROM THE SOUTH AND NORTH WHICH CONTRAVENED THE BAN WERE 2 PER CENT AND 1 PER CENT RESPECTIVELY. THESE VEHICLES REPRESENTED 16 PER CENT AND 11 PER CENT OF ALL H.G.V.'S ENTERING THE RESTRICTED AREA FROM THE SOUTH AND NORTH RESPECTIVELY. ON AVERAGE TIME WAS LOST BY THE VIOLATING VEHICLES. STUDIES DURING THE EARLY MORNING AND THE EVENING WERE CONFINED TO VEHICLES ENTERING FROM THE SOUTH (THE DIRECTION FOR WHICH THE DISTANCE SAVING WAS GREATER). DURING THESE PERIODS AN AVERAGE TIME SAVING COULD BE EXPECTED (ABOUT A MINUTE). THE PROPORTIONS OF THROUGH H.G.V.'S CONTRAVENING THE BAN WAS THE SAME DURING THE EARLY MORNING AS DURING THE WORKING DAY (2 PER CENT) BUT WAS MUCH HIGHER DURING THE EVENING (4 PER CENT). THE VIOLATING VEHICLES REPRESENTED A THIRD AND A HALF RESPECTIVELY OF ALL THE H.G.V.'S ENTERING THE RESTRICTED AREA DURING THESE TWO PERIODS. /AUTHOR/
