ADAPTATION OF PUBLIC TRANSPORTATION TO THE NEEDS OF THE ELDERLY AND THE HANDICAPPED

The Swedish Transport Research Board has initiated a project on the adaptation of public transport to the needs of the elderly and the handicapped. The main goal is to develop technical improvements and standard specifications. This study, however, focuses on the question of various forms of personal assistance. Service is regarded as an important complement to, and many times a substitute for, technical improvements. In a survey of severely disabled travellers, barriers and service needs connected with different modes of transportation are empirically studied. The need of service is then structured and analyzed on three levels: continuous personal assistance, temporary personal assistance and improved service in general. How to meet and combine these needs with other measures is finally discussed. (TRRL)
