L'ORGANISATION DES CHEMINS DE FER FEDERAAUX SUISSES

The legal situation of the CFF is in a state of flux. At present they are still governed by the Federal Law on the CFF of 23 June 1944, under which they must at the same time provide a public service and balance their finances. The resulting conflict in objectives should be solved on a lasting basis by the forthcoming implementation of transport policy measures recommended by the Commission of the Swiss Overall Transport Concept. The CFF's situation was however markedly clarified by the "service remit" received for the years 1981 to 1986. This first "service remit" is similar to the French "corporate agreement", and should be followed from 1987 by a new and more detailed remit. The author first presents the CFF's administrative grading and financial organisation, their legal situation at federal level and the external controlling bodies. He then describes briefly the public services and parcels traffic, tariff policy and infrastructure financing.
