The paper presents a cost model which calculates the breakeven cost, over various time periods, of single fuel consumption changes made to new or used vehicles owned or bought under hire purchase by individuals and used for private purposes only. Vehicles operated under leasing arrangements, or used for business purposes to any extent are outside the scope of this paper. The model can be used to determine whether the outlays associated with changes to vehicle fuel consumption are likely to be financially advantageous to owners or hirers. The paper also discusses the approach which should be used to estimate the optimum amount which should be invested where more than one change which affects their fuel consumption is made at the same time to vehicles. The model has considerable flexibility since it can deal with a wide range of cost and operating data. Despite a number of simplifying assumptions which have been made, the model can provide useful insight into the financial implications of changes to vehicle fuel consumption. (Author/TRRL)
