Contingency Factors to Account for Risk in Early Construction Cost Estimates for Transportation Infrastructure Projects

This report describes a method for developing estimates of contingency factors for common project-related risks that affect construction costs. The report will be of interest to those at state departments of transportation (DOTs) who are responsible for developing construction cost estimates for projects, as well as for those who track program-level construction costs.
