In some courts in the Netherlands driving without a licence was studied. Throughout the Netherlands approximately 15000 offenders are sentenced yearly for this, of which 36 per cent were recidivists. Most of these offenders are males of ages between 20-30 years and they are often unemployed. 40 per cent of the recidivists were previously condemned for another crime. As far as recidivists are concerned the reason for driving without a licence is often not a question of not wishing to have a licence but of not being able to pass the driving licence examination.
