FIRST REPORT ON ROAD SAFETY IN VICTORIA. INCORPORATING A REPORT COMMISSIONED BY THE COMMITTEE AND PREPARED BY RACV CONSULTING SERVICES ON NEW COUNTERMEASURES AND RESEARCH

During 1983, the Joint Investigatory Social Development Committee conducted an inquiry into road safety in Victoria. To assist it in the inquiry, the committee engaged RACV Consulting Services to provide technical assessments of existing and proposed road accident countermeasures. Existing countermeasures and their effect were dealt with in the consultants' first report. The present report incorporates the consultants' assessment of proposed countermeasures in a study entitled: Road Safety in Victoria: New Countermeasures and Research. Proposed countermeasures are evaluated on the basis of their cost effectiveness and the likelihood of them being successful. Measures considered are in the areas of pre-licence education, licensing programmes, post-licence legislation and enforcement, post-licence education, post-licence re-education, drunk driving countermeasures, speeding countermeasures, seat belt programmes, pedestrian programmes, bicycling programmes, motorcycling programmes, vehicle programmes, road environment programmes, and social environment programmes. Specific institutional improvements are also recommended and areas of research need identified. A consideration of the recommendations will be presented in the committee's final report. (TRRL)
