STATE HIGHWAY FUNDING METHODS--AN ANALYSIS AND UPDATE

This report is a compilation of surveys sent to the highway departments of all 50 states and the District of Columbia, as well as data from the Federal Highway Administration, the American Association of State Highway and Transportation Officials and other government and private agencies. It reviews the various funding methods currently in use: the cents-per-gallon motor fuel tax, the variable motor fuel task, the sales tax, tolls, license and registration fees, franchise taxes, transportation trust funds, and bonds.
