CONVERSION OF PENNSYLVANIA ACCIDENT DATA TO ACCOUNT FOR CHANGE IN REPORTING

The focus of this study is on accidents that result in property damage only. In July 1977 Pennsylvania enacted a new motor vehicle code under which the dollar threshold value for reportable property damage accidents was replaced by a towaway criterion. In 1982 a study was conducted to determine the effect of the change in accident reporting criteria, with particular reference to the evaluation of highway safety projects. This report documents the study and presents the full results and recommendations. (TRRL)
