UHF ON-BOARD COMMUNICATIONS

CCIR Study Group 8 began the study of on-board communications in 1971, commencing with a Question restricted to consideration of the power which should be permitted on Channels 15 and 17 of Appendix 18. The terms of the Question were expanded in 1972 to include other frequency bands, the number of channels necessary for on-board communications, and the precautions to be taken to avoid interference with the fixed system on the vessel. The subject takes on more urgency because of the imminence of the 1974 Maritime WARC. Study Group 8 has to come to some conclusions at the Final meeting in February 1974, and the verbal presentation of this paper will include a summary of the February discussions at Geneva. There are good arguments supporting the regulation of rf carrier output power rather than effective radiated power, particularly where the service involves hand held portables with built-in antennas. This concept could perhaps be extended to include the regulation of low power uhf repeaters on the upper deck. The report "On-Board Communications", resulting from the work of Special Committee 62, and published by RTCM in 1973, should be required reading for anyone interested in this subject.
