TRANSPORT OF GOODS. WHAT IS THE GOVERNMENT ROLE?

This article gives an outline of the development in the Dutch transport policy since the nineteen fifties. In that decade two important laws concerning road and water transport were introduced. The main instrument is a licence-system with which the government should be able to maintain a continuous equilibrium between demand and supply in the road and water transport sector. This should create the circumstances for a paying price level. The experience since then, especially during the last ten years, has made clear that the licence-system as laid down in the two laws is not adequate. The effect is a greater responsibility for the transport industry. At the same time the licence-system has raised a number of bureaucratic details. A study will be started to draw up alternative instruments relating to areas of unacceptable competition. (TRRL)
