THE PROPER ROLE OF SUBSIDIES FOR PUBLIC TRANSPORT

This paper examines the relations between the socio-economic structure of urban areas, the costs of providing these urban areas with an adequate level of public transportation, generalised transportation costs and the rates to be charged. To decide the appropriate level of public transport, three approaches were used : the general model, the maximum-profit approach, and the cost-benefit approach. It is concluded that the actual approach to public tranpsort is far from being either a cost-benefit or a maximum profit approach. Therefore, it is doubtful whether the present subsidies fulfil their proper role. (TRRL)
