AN ANALYSIS OF THE RELATIONSHIP BETWEEN TOS CONDITION DATA AND HIGHWAY MAINTENANCE NEEDS. FINAL REPORT

The purpose of this project was to examine the relationship between highway conditions as measured by trained observer surveys and maintenance needs estimates made by assistant county maintenance managers. The study aimed to establish the extent to which knowledge of trained observer reported conditions on individual road sections can enable maintenance departments to predict production units or the cost of maintenance work for those sections. Results showed that though there were some associations between tos counts and maintenance estimates, they were neither as strong nor as consistent as was expected. (TRRL)
