This guide has been written to clarify the use of traffic control devices on Forest Development Roads and to help road managers in applying traffic control techniques to insure safe, efficient travel on Forest Development Roads. For purposes of traffic control, Forest Development Roads can be separated into the following two categories: subject to the Highway Safety Act; and excluded from the Highway Safety Act. This publication describes traffic control guidelines for both categories. In addition to the Highway Safety Act, various Forest Service sign guides and the Forest Service Highway Safety Program (FSM 7733) explain what traffic control devices shall be installed on roads subject to the act. But a large percentage of Forest Development Roads are excluded from the requirements of the act. This guide includes direction for installing traffic control devices on these "excluded" roads.
