TRAFFIC PLANNING FOR RESIDENTIAL AREAS

According to the "woonerf" concept, proposed in Holland, the street is to be an integral part of the housing area, and traffic must be allowed only on conditions suitable for pedestrians. Highest speed is 15 kph. Cars can park only in special places. In planning housing areas, great emphasis must be placed on the needs and comfort of pedestrians. Provision must be made for older people to sit down and rest. Cycle paths must be provided either separately or in combination with footways. In most cases, parking areas are too far from the houses, and drivers are tempted to drive right up to their house. It is not desirable or possible to make streets wide enough for removal vans. The street network should be designed so that removal vans can drive to within 20 M of their destination. Refuse vehicles must also accept a certain restriction, and a carrying distance of 20 M should be acceptable. According to fire regulations, fire tenders must be provided access to each building, either through the general street network or special fire access routes. However, these can be grassed over or used as play areas so as to reduce the proportion of paved areas. Two new road layout schemes are proposed. (TRRL)
