DEVELOPING A SYSTEMATIC PROCEDURE FOR PAVEMENT EVALUATION OF FEDERAL ROAD NETWORK - NIGERIA, AN APPROACH

The paper examines the administration of the 120,000km long road network of Nigeria, divided into federal trunk roads, state roads and local government roads. With increasing traffic loads in terms of vehicles and axle loads, the network is being overstressed so that while maintenance needs have increased the available funds are restricted. This has resulted in deterioration of the network so that some 43% is needing extensive reconstruction. Efforts being made to ensure a future improvement in the standard of maintenance can only be achieved if an efficient procedure is adopted for the evaluation of road needs to give a higher level of serviceability. The paper discusses the development of a proposed system for the assessment of pavement condition based on studies carried out by AASHTO, TRRL and CRRI. (TRRL)
