TRAFFIC INFILTRATION STUDIES: THE DEVELOPMENT AND APPLICATION OF A COMPUTERIZED VEHICLE LICENSE PLATE TRACING PROGRAM

In recent years there has been much concern raised over the infiltration of arterial traffic through residential areas, usually as a short-cut or a by-pass of arterial traffic congestion. This paper outlines the development and application of a computerized vehicle license plate tracing program for identifying traffic movements through an area where numerous entry and exit points are available. The paper presents three case studies as examples of actual applications of the technique including: an investigation of a potential by-pass route around one of Toronto's busiest arterial intersections; an investigation of vehicle traffic movements in a low density residential area subject to the pressure of through traffic from major roads bounding the area; an investigation of vehicle traffic movements at a regional shopping centre required the determination of the level of through traffic in order to quantify the actual site-generated traffic.
