Flooding Impacts on Maryland's Transportation System and Users: Illustrative Analysis of Highway Flooding Incidents in Maryland

In this report, ICF, analyzes Maryland Department of Transportation (MDOT) State Highway Administration (SHA) flooding incident data (2006-2020) to demonstrate the impacts of flooding on Maryland's transportation system. The authors found that Maryland highways experience, on average, 41 days a year with flooding disruptions resulting in 1,582 hours of total disruption time. These disruptions occurred in both inland and coastal areas with some areas experiencing repeated flooding. Most of the flooding (78%) occurred outside Federal Emergency Management Agency (FEMA)-designated flood zones. Flooding incidents resulted in an estimated road user delay cost of $15 million per year with the average lane closure lasting approximately eight hours.
