Gasoline and diesel fuel quality survey for India: Part 2

This Working Paper is Part 2 of a comprehensive survey of gasoline and diesel fuel quality conducted by ICCT in India. Part 1 presented analyses of samples collected in December 2019 and January 2020, shortly before the implementation of Bharat Stage 6 (BS 6) vehicle emission standards. The authors present in Part 2 a detailed analysis of samples from July to November 2020, after the implementation of BS 6. All samples analyzed in Part 2 comply with the more stringent limit of 10 parts per million sulfur in BS 6. Sulfur reduction was the most obvious and the biggest difference between samples from Phase 1 and Phase 2. Also shown is that more filling stations moved to ethanol blended fuels in Phase 2. Eight gasoline samples taken in Phase 2 were not compliant with BS 6 limits on oxygen content. With growing availability of fuel blends, there is more need for clearer labeling at filling station pumps, to provide enough information for fuel selection. Greatly improved monitoring of fuel quality is also needed, including compliance and enforcement measures similar to those in China, the European Union, and the United States.
