THE UNITED STATES MERCHANT MARINE IN NATIONAL PERSPECTIVE

Statistical information is presented by fleet segment (i.e. directly-subsidized liner, indirectly-subsidized liner and tramp), however, the focus in this study is on the market sectors of the dry cargo industry, leading to an analysis of the industry by type of cargo carried rather than by the traditional categories of liner and non-liner service. These market sectors are 1) Commerical: general cargo and dry bulk, 2) Government-impelled: general cargo and dry bulk and 3) DOD: general cargo. Within the next ten years as many as 300 new vessels may be built, representing a combined government and industry investment of about $6 billion. The U.S. flag market share of the foreign commerce general cargo must increase from 6 percent to 20 percent if the industry is to avoid severe economic losses and the government to receive its maximum return in contributions to balance of payments and defense needs. The report presents estimates of profit and market share based on various fleet sizes and funding programs, however, all programs would have the following elements in common: a) Rationalization of the regulatory, modal, labor, and management issues leading to the development of a U.S. international intermodal transportation system. b) Development of a national marketing program aimed at increasing U.S.-flag share of U.S.-controlled shipments. c) Exploration of the possibility of bilateral agreements and the impact on "third flag" fleets. d) Development of data banks which more accurately identify projected cargo volumes, levels of U.S.-flag and foreign-flag service, and emerging shipper preferences. e) Examination of the feasibility of carrying all government-impelled cargo in U.S.-flag ships at market or lower than market rates.
