Pricing It Right for Climate: Using Mobility Pricing to Drive Down Transport Emissions in Metro Vancouver and Montreal

This report examines road pricing as a potential solution to traffic congestion and greenhouse gas (GHG) emissions in Metro Vancouver and Montreal. Road pricing options highlighted include fuel or carbon taxes, distance-based pricing, cordon pricing, congestion-based pricing, and low-emission or zero-emission vehicle zones. For each of these options, the authors present evidence related to: GHG emission reduction effectiveness, cost-effectiveness, equity, public/political acceptance, and policy implementation process. The report concludes with key considerations important for road pricing design and implementation: the type of road pricing, the use of revenues, exemption specifications, and building stakeholder support.
