Polygon Principles for Integrative Digital Rail Infrastructure Management

The paper presents an integrated assessment of the readiness to introduce technologies of the country’s digital economy on the infrastructure of the railway polygon. The authors consider the procedure for implementing a comprehensive scientific and technical project “Digital Railroad” developed by the Russian Railways holding company, and discloses the relationship of the digital railroad with the digital economy. The paper presents the main provisions of the concept, goals and technological solutions of the Digital Railroad project on infrastructure in the context of the implementation of the polygon principles for managing the transportation process. The SWOT analysis identified the risks and possible effectiveness of the implementation of the Digital Railroad project on the infrastructure. The concept of integrative management of the railway polygon infrastructure is formulated. Based on the theory of management of transport systems, the features and specifics of energy efficiency management were analyzed, which allowed using the classification and ranking procedures to develop a set of training mechanisms for energy efficiency in the field, allowing enterprises to reveal their own potential. The general algorithm of the simulation model of integrated assessment is formalized, summarizing the heterogeneous number of indicators and evaluation factors of polygon transportation management. The software for the formation of digital parameters for the safe operation of the infrastructure was implemented in the Automated Operational Management System for the Unified Infrastructure Management Center and was set up to transform the activities of industry organizations.
