Regulatory and Organizational Framework to Address Aviation Emissions

The objective of this guidance document is to provide the Member States of the International Civil Aviation Organization (ICAO) information on how to reduce aviation-related CO₂ emissions through the implementation of State Action Plans, with the aid of changes in regulatory policies and organizational frameworks. After some background information on the 39th Session of the ICAO Assembly held in 2016, the first section of the guidance document describes the emissions reduction organizational framework at the international, regional, bilateral, and national levels. The second section discusses environmental policy in the context of aviation-related emissions. The third section examines energy policy, including policy objectives, incentives to encourage energy alternatives, tools to implement energy policy, the interested parties, and examples of energy policy. The fourth and final section presents case studies of organizational frameworks. As ICAO Member States develop their State Action Plans, they should take into account their existing organizational structures and regulatory policies, modifying them as necessary to help develop and carry out their Action Plans.
