PROGRESS IN THE MAINTENANCE OF ROADS

Considerable progress has been made in recent years towards a more rational conception of maintenance. In this respect, much more importance has been attached to a comprehensive economic approach of the problem taking account of all costs involved in road usage (construction, maintenance, as well as costs to road users). The highlights outlined in this paper are dealing with: (1) continuous and permanent supervision of the road network by means of high yield measuring apparatus, completed with photographic and visual inspections; (2) aids to decision-making, such as the elaboration of a road data bank and the choice of a consistent system of standards; (3) decision-making on the basis of a management system which permits a realistic evaluation of needs and control of the use of resources; (4) problems involved in some maintenance techniques. Particular aspects of the maintenance of unpaved roads and engineering structures are also examined. In the field of unpaved road maintenance, the activities of an OECD working group are pointed out.
