ENVIRONMENTAL IMPACT ASSESSMENT OF HONSHU-SHIKOKU BRIDGE PROJECT
This report is a summary of factors behind the planning of the Kojima-Sakaide route, which, among the three routes planned for the construction of large scale bridges linking two of the main Japanese islands Honshu and Shikoku, will be given top priority and of the environmental impact assessment, which was instructed by the national government to be carried out prior to the construction. This project is planned in an area which has always played a key role as a strategic point of marine transportation and which was designated as the Seto Inland Sea National Park as one of the representative scenic places in Japan, loved for its calm multi-isle scenery. The area has always offered excellent environment for fishery, agriculture and living, resulting in a large population, which, in turn, lead to a rapid growth of industries in the recent years causing pollution of water and air in the surrounding area. For these reasons, the conditions surrounding the bridge construction, such as environmental problems, were very severe. However, this national project was given authorization for its execution after holding sincere discussions with the local residents under the guidance of the national government, taking appropriate measures for conducting an environmental impact assessment, and giving full consideration to environmental preservation by means of appropriate environmental control plan, formed and executed with the organs concerned, in order to ease the impact of the project on the area.
