Development of Road Safety for the Distribution of Cement

OBJECTIVE: To develop leadership, awareness, knowledge and adequate methodologies to achieve the vision zero accidents in distribution operations for the company´s products. METHODOLOGY: At Cementos Progreso, a 100% Guatemalan company, they operate from the extraction of raw materials, up to the delivery of the product; being occupational health and safety (OH&S) a priority, derived from two fundamental elements: the "Code of Values, Ethics and Conduct" and the "Leadership Agenda", where it is establishes the welfare of people as number one priority in how they operate. For this reason, in 2008 the OH&S area was implemented in the transport operations, where more than 20,000,000 km/year are traveled throughout Guatemala, performing the "Zero Accidents" and "FPE Road Safety" (Fatalities Prevention Element) programs, in the own fleet that represented 20% of the operations. To improve performance, in 2012 it starts with pre-qualifications to suppliers through the Contractor Safety Management, defining a baseline with elements to work and establishing metrics in the performance of OH&S. At the same time, the management of OH&S in its own fleet matured, achieving by September 2012 the historical record of 1000 days without road incidents, and for 2013 it represented sustainable results in the own fleet, having a replicable management model in the contracted fleets, which take 100% of the distribution in September-October 2013. In 2014, with 100% of the outsourced operation, the implementation of a risk management in the carriers began, defining roles and responsibilities between the user (transport department) and the provider (transporters) as well as other relevant actors. This model is based on: - Leadership: Visible commitment on the part of the company managers and transport companies. - Training: Each year, programs focused on three large groups, drivers, supervisors and managers/owners of transport companies are strengthened and developed. - Awareness: Safe behaviors in driving are permanently encouraged, by appropriate means to the culture. - OH&S management: Activities such as supervision, GPS monitoring, mechanical condition of units, alcohol control, emergency response, etc. - Legislation: All the activities carried out are based on a strict adherence to the Guatemalan legislation, ensuring that each one is carried out effectively. RESULT: A road safety management has been developed in the transport providers that reaches 1750 days in December 2018 without road incidents causing injury with loss time; this represents more than 68 million kilometers traveled throughout Guatemala and significant savings derived from accidents.
