Performance Gap Comparison of Process Safety Management Consensus Standards and Regulatory Requirements for LNG Facilities

This project evaluated consensus standards, best practices, and regulatory requirements for process safety management (PSM) to support the Pipeline and Hazardous Materials Safety Administration's (PHMSA's) strategy to update regulatory requirements for safety management systems for liquefied natural gas (LNG) facilities. The team determined PSM goals and the desired state by reviewing the primary relevant U.S. PSM consensus standards, considering other leading worldwide PSM documents, and analyzing them using an artificial intelligence methodology together with subject matter expertise. A review of best PSM practices was conducted, and a knowledgeable Technical Advisory Panel was consulted. Gaps between 49 CFR Part 193, NFPA 59A, and other codes to the desired PSM state were identified and prioritized. The project team developed risk mitigation strategies to address the key gaps. The deliverables will support PHMSA in their ongoing efforts to improve safety management systems and reduce risk.
