RISK ASSESSMENT/VULNERABILITY USERS MANUAL FOR SMALL COMMUNITIES AND RURAL AREAS. REPORT ON PHASE 1

The primary objective of this handbook is to present guidelines for communities below 50,000 in population and for rural areas in assessing risk from hazardous materials transportation and vulnerability to potential incidents. The procedure offers guidance for determining an organizational structure appropriate for a particular level of risk and vulnerability. These plans hopefully can greatly minimize the immediate danger to life in the initial stages of a hazardous materials incident. A secondary objective is to keep the procedures simple and easy to use. The manual emphasizes a "how to" approach.
